摘要:
水电是全世界很多区域电力系统的重要组成部分,同时其调度对河流系统有重大影响,进而影响依赖河道内水流的渔业和娱乐以及依赖河道外用水的灌溉等。选择中国与东南亚国家共享的大型河流澜沧江-湄公河和智利的三个小型河流,针对不同尺度流域的水-能源-食物耦合系统开展合作研究,旨在增进对水电与灌溉、渔业和娱乐等竞争性用水之间权衡性质的理解,构建流域尺度水-能源-食物-生态模型及其 与电力系统模型之间的耦合关系模型,提出更好平衡水、能源和食物等不同部门以及上下游不同区域的政策建议。

Abstract:
Hydropower is an important part of power systems in many regions globally. The operations of hydropower have significant impacts on other water utilization and the ecosystem of rivers, such as the fishery relying on the flows in water courses, aquatic entertainments, water diversion for irrigation, etc. Due to the increase of water demands and external impacts of climate change, the competition and synergy among water, energy and food will play a more and more important role in the water allocation in short and medium term and system sustainability in long term. This study will choose the large Lancang-Mekong River shared by China and Southeast Asia and small-to-medial rivers in Chile, and conduct joint investigations in water-energy-food nexus on different scales. The study aims to enhance the understanding towards the balance among multiple competitive water utilizations including hydropower, irrigation, fishery, entertainment, etc. A river basin wide water-energy-food model and a coupled model with power system model will be built and policy suggestions on balancing the interests of different sectors and regions will be initiated.
